Players unlock the Festive Frame TV after completing the fifth set of Cozy Celebrations Quests. To complete this quest, enter Build Mode, place the Festive Frame TV, and have your Sims watch it.

Once you complete The Rhythm of the Festivities Quests, you'll receive the Super Dream Cube, which you need to finish this quest. In Build Mode, purchase and place the Super Dream Cube near a TV.
