Weapon and armor upgrades are performed at Workbenches (pictured above), located at Party Camps. These camps are established near Adra Waystones scattered throughout the world. Interact with a Waystone to set up a camp; these locations are marked on your map with a tent icon and are fast-travel enabled. Upgrades require various materials, readily found or crafted, with higher-quality upgrades demanding rarer Adra.

Gear in Avowed uses a two-tiered system to determine power: Quality and additional upgrade tiers.

Quality is denoted by a numerical value, color rarity, and descriptive adjective. This directly correlates to enemy levels in the Living Lands.
